Wrap Funds

 

Wrap Funds are Discretionary grant funds that may be available to meet urgent needs of adult individuals with Severe and Persistent Mental Illness (SPMI) that cannot be met through the regular systems of care.

TOA administers Wrap funds for Cumberland County residents only; this includes individuals moving to Cumberland County or those who are current residents.  Individuals cannot apply for funding themselves, they must utilize the services of their case manager/care coordinator, clinician, etc.

This is a fund of last resort. Applicants must demonstrate they have exhausted all other resources.

Eligibility:

1.     Applicant must meet the clinical eligibility criteria for Section 17 services or be currently enrolled in Section 17 services.

2.     If applicant is not currently enrolled in Section 17 services, an independently licensed clinician who is providing treatment must attest that the client is eligible for Section 17 services (see Section 17 Eligibility Form section of application, pages 4-6).                      

3.     If applicant is currently enrolled in Section 17 services, applicant’s case manager should complete the Verification of Current Section 17 Services section on page 3 and attach a copy of the KEPRO authorization verifying Section 17 enrollment.

4.     Applicant must reside in or be relocating to Cumberland, Androscoggin, Oxford, or Franklin counties; requests from other counties will be directed to the appropriate Wrap agency.

5.     All Wrap requests must be submitted using the approved application which is updated annually.

6.     Applications must be completed in their entirety. Applications received not using the approved document will be returned with a request to resubmit using approved application.
